Not marketing this in America was FROM Software's greatest fault. Everything else about it phenomenal...well, minus some cheesy american voice acting.

Legally, FROM couldn't because commercial usage of the Presidential Seal is illegal in the US and this game pretty much uses it as Michael's logo. Even if they censored it though, SEGA told them "No, it would be too controversial" and FROM didn't have enough clout to say otherwise
