Yes. A tenor definitely on the alto line here. Sir David Willcocks used to use John Nixon very effectively in this way to support us in the early 1970s where the alto lines were exceptionally low.
King's and every other choir in the English men and boy choir tradition employ countertenors with the exception of Westminster Cathedral's choir. The two treble lines in this peice are sung by boys. Typical of Blow and Purcell, the tessitura of the alto line can be quite low at times. However, that doesn't necessarily mean that the countertenors are singing in chest voice. Also, alto and tenor lines cross.
