I don't mean to sound inflammatory. But I think this blasts-from-the-past phenomenon is because modern animation writers (westerners in particular) are becoming less adept at writing likable chad-racters. They're almost a dying breed.
Thankfully we've got a handful of new chads to look up to, like Primal's Spear and plenty of Japanese anime heroes.

it was rotoscoped. meaning, they filmed humans dancing, and drew over every frame. It doesn't make it less impressive though. That technique can be tricky to implement fittingly.
That's my guess at least. It can be kind of tricky to tell, but one sign is when the movement and space suddenly feels more 3 dimensional.

Regarding the animation: Originally this film was going to be a live-action/animation hybrid in which the main characters (Vinny, Crazy, Rozzie and Eva) were animated and the rest of the cast was live-action, but because of previous controversies the entire film was scrapped and they had to start over, which is why the supporting cast looks really distorted and weird (designed by the amazing Louise Zingarelli) and the main 4 have very detailed and smooth animation, as well as the rumble at the end being rotoscoped, the extras improved an early rendition of breakdancing and Bakshi loved it so much he kept parts of it (not all of it) in the final film as rotoscoping.
There are pictures on tumblr of that original hybrid version of the film but no release in sight, which is a shame. I still love this movie, just like any of the other Ralph Bakshi films.
