I think what may have contributed to this city's success is that in cities skylines NPC can go "fuck this it takes way too long to go over to my destination" and just teleport there instead, making transportation in Smith Street instantaneous for the most part.

Once you go one direction ,you have to until the road end
But the most diabolical thing would be to just have 2 commercial districts which focus on completly different products on each end of the road ,just so they have to drive through the whole city just to complete a single shopping trip
I mean the commercial thing doesn't make sense because they are forced to drive the whole city regardless.
