Actually if I remember correctly its the same roll in the GBA games. If your crit is equal to or greater than your hit rate you will always crit or miss.

In fe6, Berserker crit rate is also double as their hit rate. (Source : I made it the f**k up, but the amount of low hit-high crit berserker I seen landed is absurd in my experience)

I do remember a comment saying something like "FE6 Swordmasters: When you want crit higher than the enemies hitrate." and someone replied to it saying "FE6 Berserkers: When you want crit higher than your own hitrate." and that just kinda stuck with me

Well with axes in gonzales of all people you either give him the 2-3 skill books you get in the whole run, or you give him a killer axe, because with how low accuraty is in the game, you aint hitting shit unless you are a sword user or a mage that can use fire tome
That's why you use Rutger. Promote to Swordmaster, slap the Durandal on him (which really compliments him specifically like crazy, since he has skill and speed for days, but lacks in raw power), and you'll get an unstoppable killing machine that has between 80% and 100% chance on average and still crits 3/4 of the time. And who also doubles everything, so at least one crit per round can be reasonably expected. Then support him with Larum/Elffin, and goodnight everybody. Gonzalez is a super cool character, and I love him, but actually using him is pain. Even with a brave axe, he just misses all the time - as in, both times. And using the skill book on him feels kind of like a waste, because he will STILL be lacking, while it might help some other character just cross that little bridge between "still missing kinda often" and "starting to become reliable".
Unfortunately crit rate roll is calculated AFTER a hit rate roll.
