Phone not detected in laptop PC | Phone not recognized

I tried doing this, but my phone doesn't even get recognized under portable devices. I went to so many computer shops and each one told me several mad things that actually made me so stressed. Some told I have to restore my laptop and other said change the hard disk and some even asked me to change te motherboard.
