This brings back ancient memories from my childhood...Rdr2 multiplayer is a joke compared to this
for your knewledge, GTA IV - RDR1 - GTAV - RDR2 all of these games their online uses peer-to-peer hosts so no servers required
Thank you for providing extra detail. For simplicity I use the term "server" to describe any server infrastructure required to start and play a game with other players, including matchmaking, authentication and whatever else is required.

Hey brother, are you playing this on an actual ps3? Also.. Does the game still have bugs within it? A big problem before I stopped playing was the do glitch and people disappearing.
Yes, this was on an umodded ps3. There have not been any updates to the game from Rockstar since 2014 I think, so if you played after that the glitches are likely still there.
One big Glitch is the Savegame Gltich - u can easily get Level 50 & max prestige with this trick
They fixed it no more disappearing players or level up glitches.

Can we play like as an outlaw and do other stuff offline?
Yes, the single player mode has a morality system, you can play as an outlaw if you wish.
What is there to do outside of PVP?
There is quite a lot to do: PVE (against bandits in free roam), dedicated 4-player coop, trophies that can be done alone (collect herbs etc.).

This could happen if you have a network problem. If possible, try to play when there are likely many players (e.g., Saturday evening), and enable upnp/port forwarding in your router. Might help.
