The sheriff's got there like 10 minutes later because I'm assuming someone called them. They talked to the guy and let him go! Cops let the homeless break the law every single day and enforce it on us tax paying citizens!

You swap Catalytics you must put a sticker in order to make sure it's CA approved. I've failed numerous customers for no sticker. It's the law.

I know at dealerships, if a vehicle has an airbag recall but the vehicle has a salvaged title the recall does not apply. I’d do some research on that also and print EVERYTHING so next time they try to get you for something you have proof they’re wrong
Thought I saw the CARB sticker next to hood latch but I could of been AC spec sticker. Not sure about the steering wheel and other laws off top of head. But I seen CHP during Salvage Inspection pass them. Doubt it came from factory with airbags cant remember. -Get Vehicle Report from DMV ($2-5 bucks via DMV site) -Save a copy of the smog data from state -Title show salvaged? -Get replacement CARB sticker from intake manufacturer - KN makes it easy, take a picture of the system, they mail you a sticker fast. -Cite show a CVC for wheel violation? Edit vid discrip adding the CVCs REMEMBER people, you do NOT have to submit to the roadside smog check, if directed by CHP, you stop, tell CHP no thanks, and you can take off. Helps to not have PC for a stop/tow.

I once got a state ref ticket for having a blue vent tube from my valve cover to intake car was 100% legal when I went to the ref station the guys had a good laugh. I wasn’t happy had to take a day off work lost money and had to pay a ticket because the cop didn’t know what he was looking at

This really makes my blood boil. I have been in this kind of situation before. Not this exact type but very close. Twice in California. I used to have a 1985 Toyota Corolla RWD, that was difficult to find OEM parts for in the mid 2000's. I could not for the life of me get the car to pass smog because no one could get the parts or have the knowledge to fix the carburetor correctly. No matter what I did, the car would pass and then fail smog for stupid reasons. It was an SOHC and my hopes were to change it over to one of the DOHC engines. This was before the Initial D craze. Cop's would pull me over and eventually, I had to let her get junked because CARB deemed her the smog system unrepairable. Another incident happened with my Mitsubishi Montero, but I sold it before it became a problem, as just finding a working engine took a few months, and parts were a pain to find. School police impounded it due to expired tags, as the truck's bumper needed to be replaced so it could pass the brake and light inspection, because the passenger side reverse light got smashed in due to a rear end collision which the insurance wrote the truck off. The Montero had everything working, but because one of the reverse light was smashed in. I needed to find a new bumper. While my Montero was in impound, I finally was able to find a rear bumper. The rear bumper costed me $400 but the impound fees cost me $3,500. As the Montero was impounded right when I got my paycheck and had to pay rent. Needless to say, this video kinda hits home. Many time, especially when one has an older vehicle, it is so difficult to find OEM parts, yet alone, there may be better Aftermarket parts available. However, because California requires OEM parts to pass smog and brake and light inspections. It forces so many people to junk perfectly good running vehicles, as adding modifications makes them a target. The whole tuner scene has basically disappeared in California because of the ridiculous laws that are on the books. Air intakes do not change emissions coming from the tailpipe. Yet California makes them illegal unless the cold air intake manufacturer pays the CARB tax to operate in the State. Smh...
I remember a guy near me was running slicks on his car and got stopped. The officer was nice and told them to take it home and just got a warning. the guy with the car would rev his engine when ever the cop drove by his house. He said the cop was messing with him since he still had the slicks on the back. So, every time he would rev the engine with really loud exhaust and mods on the engine. The cop stopped one day and made a comment about the slicks and the guy said in my driveway nothing you can do. The next time the guy took his car out he changed the tires but got pulled over by the same cop that would drive by for illegal exhaust and modded Engine. He got reffed also cost him 8k to change things back.
Probably gonna get burned for this..but in my experience, if you buy a vehicle that is Federal Emissions only, then California can't do shit. I bought a 74 C10 in North Carolina, but first sold in West Virginia. Had a federal emissions decal. Brought it over to California. When I went to register it, they asked me for a smog certificate. Told the lady the truck is from 74 and doesn't need smog. Plus it's Federal. So yeah. She was pissed, but I was in the right. Theres always a loophole for these things.

Man I think I got it bad in upstate NY. You can't even modify a steering wheel in CA, that's insane. Even in NY, you can drive w/ an airbag light no problem, it'll pass. I'm guessing you can only modify cosmetics and wheel/suspension stuff. Even things like noise pipe deletes which only gives you better airflow and remove cabin turbo noise has a Cali warning on the sale page. I don't understand why people live there or aren't grouping up and handling this locally. Car guys need to start working together before we can't modify anything anymore.

this is pretty rare, i've lived here 30 years and only got an exhaust ticket once. it's kind of a rule of thumb here to always save your stock parts in case you get state reffed. we obviously put the parts back on once they sign the ticket. very low chance youll be pulled over again by the same cop

Then go buy another 50 state legal cold air intake and glue the carb sticker to the cold air tube . Once you’re done with the ref hopefully you don’t have to have a visual inspection done by dmv. You don't have to open the hood just because he ask you. It's a fifth amendment issue, unless he demands that you open the hood. If he asks you, if you would be willing to open the hood say no. Not correct. You have to open the hood. VC 2800. All the officer need is some reasonable suspicion that there is modifications under the hood. Then the officers allowed to do a vehicle inspection. Then a lawful order would be for you to pop your hood if you refuse to pop your hood then you are refusing a lawful order, you'd be arrested because that would be a misdemeanor.

There are very few exemptions for out of state vehicles in CA, but emissions is taken extremely seriously by this State. It's also a federally imposed law back in 1967. Once again, if an officer tells you to pop the hood, that is a legal order. Failing to comply with that order is an arrestable offence. VC 2800.

I know at dealerships, if a vehicle has an airbag recall but the vehicle has a salvaged title the recall does not apply. I’d do some research on that also and print EVERYTHING so next time they try to get you for something you have proof they’re wrong
There's no airbag law. The manufacturer can't make a car without an airbag but if you want to remove yours, you can.

Thought I saw the CARB sticker next to hood latch but I could of been AC spec sticker. Not sure about the steering wheel and other laws off top of head. But I seen CHP during Salvage Inspection pass them. Doubt it came from factory with airbags cant remember.

-Title show salvaged?
-Get replacement CARB sticker from intake manufacturer - KN makes it easy, take a picture of the system, they mail you a sticker fast.

New law in California came in play. If tags are expired, you have 2 months to get them, and cops can't pull you over if your tags just expired.
I once got a state ref ticket for having a blue vent tube from my valve cover to intake car was 100% legal when I went to the ref station the guys had a good laugh. I wasn’t happy had to take a day off work lost money and had to pay a ticket because the cop didn’t know what he was looking at

This really makes my blood boil. I have been in this kind of situation before. Not this exact type but very close. Twice in California. I used to have a 1985 Toyota Corolla RWD, that was difficult to find OEM parts for in the mid 2000's. I could not for the life of me get the car to pass smog because no one could get the parts or have the knowledge to fix the carburetor correctly. No matter what I did, the car would pass and then fail smog for stupid reasons. It was an SOHC and my hopes were to change it over to one of the DOHC engines. This was before the Initial D craze. Cop's would pull me over and eventually, I had to let her get junked because CARB deemed her the smog system unrepairable.
Another incident happened with my Mitsubishi Montero, but I sold it before it became a problem, as just finding a working engine took a few months, and parts were a pain to find. School police impounded it due to expired tags, as the truck's bumper needed to be replaced so it could pass the brake and light inspection, because the passenger side reverse light got smashed in due to a rear end collision which the insurance wrote the truck off. The Montero had everything working, but because one of the reverse light was smashed in. I needed to find a new bumper.
While my Montero was in impound, I finally was able to find a rear bumper. The rear bumper costed me $400 but the impound fees cost me $3,500. As the Montero was impounded right when I got my paycheck and had to pay rent.
Needless to say, this video kinda hits home. Many time, especially when one has an older vehicle, it is so difficult to find OEM parts, yet alone, there may be better Aftermarket parts available. However, because California requires OEM parts to pass smog and brake and light inspections. It forces so many people to junk perfectly good running vehicles, as adding modifications makes them a target.
The whole tuner scene has basically disappeared in California because of the ridiculous laws that are on the books. Air intakes do not change emissions coming from the tailpipe. Yet California makes them illegal unless the cold air intake manufacturer pays the CARB tax to operate in the State. Smh...

The officer was nice and told them to take it home and just got a warning. the guy with the car would rev his engine when ever the cop drove by his house. He said the cop was messing with him since he still had the slicks on the back. So, every time he would rev the engine with really loud exhaust and mods on the engine. The cop stopped one day and made a comment about the slicks and the guy said in my driveway nothing you can do. The next time the guy took his car out he changed the tires but got pulled over by the same cop that would drive by for illegal exhaust and modded Engine. He got reffed also cost him 8k to change things back.

You actually have to go back to mid-1960s cars for that. Catalytic Converters started showing up in 1968 on a few makes.
Probably gonna get burned for this..but in my experience, if you buy a vehicle that is Federal Emissions only, then California can't do shit. I bought a 74 C10 in North Carolina, but first sold in West Virginia. Had a federal emissions decal. Brought it over to California. When I went to register it, they asked me for a smog certificate. Told the lady the truck is from 74 and doesn't need smog. Plus it's Federal. So yeah. She was pissed, but I was in the right. Theres always a loophole for these things.

I had a 75 Merc Grand Marquis with the 400 V8. 49 State Fed emissions. 2 bbl carb.
Cali emissions for the same vehicle upgraded it to a 4 bbl carb.

Man I think I got it bad in upstate NY. You can't even modify a steering wheel in CA, that's insane. Even in NY, you can drive w/ an airbag light no problem, it'll pass. I'm guessing you can only modify cosmetics and wheel/suspension stuff. Even things like noise pipe deletes which only gives you better airflow and remove cabin turbo noise has a Cali warning on the sale page. I don't understand why people live there or aren't grouping up and handling this locally. Car guys need to start working together before we can't modify anything anymore.

this is pretty rare, i've lived here 30 years and only got an exhaust ticket once. it's kind of a rule of thumb here to always save your stock parts in case you get state reffed. we obviously put the parts back on once they sign the ticket. very low chance youll be pulled over again by the same cop

Man, my knowledge. You don't have to pop your hood to have a warrant to search that. It's appropriately locked. Well, maybe not your hood, but most hoods are locked from the inside of the car and they can't search your vehicle without a warrant. Unless they're towing it

Then go buy another 50 state legal cold air intake and glue the carb sticker to the cold air tube . Once you’re done with the ref hopefully you don’t have to have a visual inspection done by dmv. If so I KNOW A GOOD PLACE THAT WILL OVERLOOK EVERYTHING AND GIVE YOU YOUR NEW TAGS AND LICENSE PLATES RIGHT THEN AND THERE. You’ll have to MANDATORILY TIP YOUR AGENT THAT HELPS OUT

You don't have to open the hood just because he ask you. It's a fifth amendment issue, unless he demands that you open the hood. If he asks you, if you would be willing to open the hood say no. Not correct. You have to open the hood. VC 2800. All the officer need is some reasonable suspicion that there is modifications under the hood. Then the officers allowed to do a vehicle inspection. Then a lawful order would be for you to pop your hood if you refuse to pop your hood then you are refusing a lawful order, you'd be arrested because that would be a misdemeanor.

There are very few exemptions for out of state vehicles in CA, but emissions is taken extremely seriously by this State. It's also a federally imposed law back in 1967.
