I love that she's kind of crying and sad throughout but she stops sobbing for a moment, gathers herself and when she says "they have minds" her voice is really strong and sure. Some actresses might have cried throughout but there's a lot of strength and anger in what she's saying
One thing that will always separate good and mid actors for me, is scenario accurate pauses and breaths in between line delivery. It allows moments of silence. Allows that character to realistically process their thoughts. And it gives audiences brief moments of silence to take everything in.

It is a wonderful series also. I have to admit it infuriates me when people praise this monologue of Jo's, when it isn't even hers but Rose's. Sorry for the rant, but that is my opinion.
