Katrina Maucher Blue tilapia is legal in South Florida but illegal in North Florida. Blue tilapia is an invasive species that has already taken over the waterways in South Florida so no need to restrict them there. They take over the largemouth bass breeding areas

You can hand pollinate, and heat may be an issue for the fish. Where is your bio filter ?

What are your ammonia/nitrates at? Having fish food floating around like that is not good. Only feed what they will eat in a couple of minutes.
