I read the special rules for Rick Jones as: the active player can either move Rick Jones with them when they move, or spend a heroic action to move Rick Jones to an adjacent location from a location that both the active player and Rick Jones are in, ie the condition for moving Rick Jones is that the active player must be in the same space as Rick Jones, rather than being able to move Rick Jones around the map regardless of where the active player is. Looking at the wording now, it is confusing. Don't think it mattered in the end regardless of the ruling though, great game!
So this was a very interesting question. I asked around a lot and it seems that there are a lot of mixed interpretations. I totally understand the interpretation you suggested.
