The chances they think they'll only need a fist or kick is higher. When they realise they can't penetrate, they'll be stuttled and probably have an injured hand. They'll then proceed to use low caliber bullets to shoot through the "normal" looking window and just waste their bullets IF they get through. Which they won't because not only will the probably use low calivre bullets but probably won't think to shoot in the same spot which even if they did the chance they get a big bullet hole to stick your arm through is small. Not to mention the possible injuries they'll get as the glass explodes back cutting them. They'll have to step back (if the glass doesn't blind them) which will further decrease the impact of the bullet as well as their chances of shooting at the same spot.

Shooting in the same exact spot is very hard, especially for someone who is stupid enough to be repeatedly shooting at the glass of a car instead of actually trying to find the easiest way to destroy/access what’s covered by the glass.
