On an 4 way intersection with two lanes, if I wanna go left and the car on the other side wants to go right, who has the right of way ? The car going right ?
When the light is green then the person turning right has the right of way. When the light turns yellow, the person turning right should try and stop if it's safe to do so before the stop line so as to let the person turning left complete their maneuver. However, always keep in mind that right of way is given to you, not taken. So don't try to force your way if it's obvious that the other driver is not yielding the way.

If I am in an intersection turning left and waiting for a safe gap and the signal turns yellow or red, can I complete my left turn .. the icbc instructor failed me for this

Not a driving instructor but i have been advised to do so for this. Its just a good habit and its big points they take of in the test
