The feeder roads in Uganda have murram thus the dirt. As for Rwanda, the general picture in the country is different from Kigali. Uganda can send someone into depression, its like we dont have good planners. Making matters worse the leaders dont know what to do. Everything is disorganized from the top leadership of the country to the lowest. Really sad!
As long as your compound is not paved, feeder roads don't have tarmac and the towns and cities' drainage systems are not cleared regularly, with red soils, the roads will appear that way. Many of the countries admired for cleanliness have grey or black soil or sand which look different when wet. Red soil looks bad when it is in the wrong places.
Better in what sense? This sounds infantile. Nairobi was developed to serve a colony of British settlers, just like South Africa and Rhodesia. The planning and infrastructural development were therefore different. Land tenure systems were different. The Ugandan 'village' has more people who actually own the land than the Kenyans who own condominiums in apartment blocks. Legacy matters.
