Vietnamese here. You are spot on. Hanoi ranks 154 and HCM ranks 172 out of 178 in quality of life. Way too crowded and chaotic. Air quality is really bad with all the factories and farming. Few smaller cities are great bang for bucks if you have an online income or retired. Nha Trang, Da Nang, Ha Long, etc. I prefer the North with 4 seasons. Humidity is good for your skin. Taxes are good. But I too don't think it's a good long-term base. It's not a developed country and growth has not been good recently. Viet culture and ways of thinking have many flaws, compare to more developed countries (know this cause I've been all over the world). Honestly there's small hope.
Riding motorcycles on sidewalk.. thats nothing. South korea drives cars in sidewalks. Thailand motos to. But i do agree they drive 30 to 40 km against traffic in vn.... thats bad.
