When do you use wobblers? Like for germination on a bed or do you use it to irrigate certain vegetables the whole season?

We use the wobblers to help germination of a crop or when a crop is first planted. It’s nice to have both options in my opinion so we are in process of setting our entire farm to have drip and overhead options

Even if you "pay yourself" what they are most likely paying whomever is assembling this stuff (doubt it's much more than $15/hr), We assembled and installed all 1.2ac (including mains and lateral lines) in roughly 16 manhours, so that would only add $240 to the cost of the system...
Selling junk to farmers (an increasing number of whom seem to lack even basic fabrication skills) is easier than actually making the same amount farming (So I can't hardly blame the guy for trying). Having sprinklers on risers isn't new, it's been pretty common in landscaping for 50 years, the wobblers aren't new, Senniger introduced them in the 70's. Curtis Stone had vids about DIY sprinkler rigs (granted, his were with impacts, but that fit his situation better then) 6 years ago; and Josh Sattin was using a DIY wobbler set up 4 years ago.
From experience, having the sprinkler head at 5'-6' (as opposed to the 2' shown here) really helps with spread consistency and slightly with coverage diameter. Look at Center Pivot irrigation set-ups, notice the height. I also take issue with the orifice NS is supplying with theirs (Grey 2.84gal/min), it uses/put out a lot of water at once, which requires a good source of water, a good pump, and tends to not soak in as well as less water per minute over a longer period of time (I use the Gold orifice, which put out a max of 1.23gal/min).
