If you think this adds characters into the game, you should look into the ds version of this game. The added number of characters is staggering compared to the console version.
I think I know why the Zookeeper can attack, but others can't. In Poison Ivy's level (I forgot the name), if you attack one of the npc zookeepers he will attack back. Most of the other characters will not.

you say the extra toggle never worked in lego batman but it literally did work, atleast on nintendo wii anyway because i 100% played as these characters

How do you unlock these characters?
You have to use mods on the PC version, since the way you're supposed to do it (the Extra Toggle brick) was coded incorrectly in LEGO Batman 1.
