per aghar aap ki saat reinforcment bar ki length kum ho rahi ho tu ap building wire ki zarye ap ne jo joint lagai ha wo tu aap ak hi line ma lagai ha unfortunatly in earth quake your bottom mash will be disturb so the result is your structure of building is also distrub if i right so please noted this imported point

In foundation main reinforcement have to provide in long direction, so it will be botom- bottom and top- top
In bottom mat main reinforcement should be provided in bottom and in top mat it will be in top....

U said main reinforcement should lie in shorter dir. But it is wrong. For flat raft main reinforcement should lie along longer direction
