they are probably taking everything into account down to the fuel to get all the ships there, labor hours to set it up, time on station. It aint cheap. Not too mention at least one ship had to do a U-turn (Bobo) and return to US cause its 40 years old vessel maintained by an underfunded skeleton crew.
Give it to Russians, and they will build this for 20 millions.
