It's moving. Just very slowly. You can see the tire streaks on the runway moving better than the white strips, which are too long and have no reference point. In any case, they literally made fun of how it's faked in the same video.
I love the Wild Geese reference when May asked Hammond to "Shoot me" when he couldn't make it onto the plane. That truly is an unrated movie and I recommend anyone to go check it out.
