This is a Half-Life: Source trick known as a GLT Boost. In short, if you tap the Tau Cannon's charge shot while entering a change level trigger then pause before it loads and hold the charge again before unpausing, you can put the Tau Cannon in a bugged state where its charge is negative. This sends you flying forward when released since its recoil is then applied in the negative.

There are detailed instructions on the ModDB page. This mod operates on a .bat file and doesn't use your sourcemods folder at all.

That's easy! In Portal, you gotta open the console put the cheatcode that gives you all weapons in Half-Life 2.
