Yeah I was originally choosing from my photos and copying it over, but you have to select from the camera roll first on IG. THEN it will allow you to draw over it.
Do you mean the ink dropper? Choose the Draw option then at the lower left click the ink dropper then you can point anywhere in the photo to choose the color that you want. To change the background. same thing choose draw then pick any color then press and hold anywhere in the photo for 2 seconds :)
