The reason for this is that the chance of getting positive result when not having cancer P(+|nc) is actually quite high - 8x higher than the actual probability of having cancer (0.08 vs. 0.01). If they were equal, than the probability of P(C|+) would be around 0.5, and the smaller p(+|nc) would be, the higher P(C|+)
