This mod definitely needs one of two things balanced: either how much dev points each province generates or how much dev influences other things like income, Manpower or forcelimit and so on. I think the first one is a bit easier to do, since it would only require to adjust the numbers you've added yourself and not all the numbers in the background as well.

I think getting dev points based on the amount of provinces seems sort of busted, it effectively just becomes a win more button. One of the things I like in the base game is that you are able to compete as a smaller power through things such as devving and fighting efficiently.
It's ripped straight out of Beyond Typus and is currently not quite balanced enough for proper use outside of the mod yet. But still a decent WIP. And there are modifiers for how much each province generates, for example CoTs generate more, prosperity is a multiplier and factors like local autonomy and corruption are additives which lower it. Iiirc primary culture provinces buff the generation rate as do culture group ones (might be slightly wrong about this but it's from memory). Also the infrastructure idea group buffs the generation rate. Also iirc; higher dev = higher generation rate, so it can help you play tall. Agree it needs more rebalancing around the basegame buffs, but as I said; it's originally from BT, which adds provinces but gimps income, manpower and forcelimit accordingly. It's also "balanced" that when it hits cap, it auto devs a random province, I think it's weighted to go to a low dev province first.

The arcadiness is what make it feel kind of rewarding, but considering the setting and the context of the game it feels kind of weird when Rothenburg or Helsinki can suddelny become the capital of the world in the 1400s.

I want it in the main game but I think it's to late for EU4 to change how development works officially I haven't checked this out yet but maybe trade/buildings/income/prosperity of provinces should affect the amount of dev points? And I'm guessing pillage capital (capitol?) gives dev points?
Buildings actually do contribute to points, most economic buildings give a +.02 dev points. It's also combined with some mod that's adds more buildings, like roads and canals. Quite a interesting mod, I'd suggest trying it out
Development points make things go crazy. I've been playing as Burgundy in Beyond Typus with Idea Variation mod, and getting 15 dev points a month about 50 years in right after integrating my starting PU's, I can't full state them all because I'd go about 50% over gov cap (something like 2200 dev), and with those mods being over gov cap gives serious debuffs. So facing 15 dev points per month means getting at least 1 dev every 2 months when so close to gov cap given the costs to dev in BT is much lower per point. I think I'm going to need to release some of my starting PU's as vassals to avoid some kind of collapse from getting too much over gov cap due to excess development. And that's not to mention that I keep hitting points cap due to having nothing to spend admin/diplo etc on and not being able to get tech due to the cap being below the tech cost! Honestly never thought I'd find myself actively wishing for worse rulers!
You should play Atlas Novum mod, it's still WIP but 90% done, in Atlas you'll get so much devs like crazy which will grow each year and only get even more ridiculous mid game, just build anything that boost gov cap and reduce gov cost

This may be a dumb idea but I'd watch it lol or have you made a video like this already? if so, oops!

There are some nerfs they've tried. Having less than max manpower, for example, cuts your dev points by a percentage. However, it did seem very favored towards the big nations over the small when I played it. @@EnderPlayerTV
Does it bother anyone else that Louisiana is still called Louisiana in a playthrough where the French don't get there and name it after their King Louis XIV? That colonial region needs to be more dynamic. I'm sure there's a mod for it because I remember seeing one playthrough where Spanish Louisiana was instead something close to "Ferdinandia".

development was at the start iirc. but you couldn't change it unless you got some rare pulse events...
No, it was not. Base tax was the only “development” and yeah was only affected by events.

Development points make things go crazy.
