you should do an Arkham City type of RP, you could have a part of the map surrounded by high concrete walls, watchtowers, searchlights, surveillance etc and have "tyger" guards or some sort of militia patrol the streets. it'd be interesting to see what gangs would spring up or who would take over certain areas of the mega-prison, maybe they'd all rebel and try to break out?
