Ortega came from Arminia Bielefeld in 2022 (now a 3rd league german team) on a free transfer. That´s not being the richest juggernaut in the world. That´s just some good old scouting. Something missing from United for more than a decade. You should worry more about what´s happening with your own team, and less with boring old CIty that just do everything right.
The fact that the FA allowed Man City to become such a monster and then hamstrung everyone else shows that maybe they aren’t fit for purpose.
