I'd say that the design was also fundamentally compromised by the technology available at the time. You are likely well aware that we build things much bigger than this today and to deeper depths. Our understanding of hull form and the availability of heavy lift ships, saturation divers, and underwater welding makes doing those things so much easier. The sin on this was that it was damage in transit and they didn't take it back to to the dock to be fixed. The reality is that even if the structure hadn't been compromised it was already at the limits of what could be done with very little safety margin.

Truthfully it was a waist of time and money. It never did the job it was built for ever! Any of them. And to top it off they knew the platform was going to fail even after all the work done to strengthen it up! Them people died in vein. God rest their souls 😢
The people at the top pretending to be experts is not a new thing. A structure made from steel. Wood. Plasterboard. With no watertight doors. Windows or bulkheads standing on three legs braced with connecting steelwork so when one leg bends they all bend. Back then people at the top got jobs because of who they knew. Now it's diversity hiring. But the results are the same.
