Why the loud music? Well, it's because these shows are usually produced in Dolby 5.1. UA-cam strips out everything except the front left and right speakers (the narration is usually mixed to the centre speaker), hence the music drowning out everything. Same thing happens on Top Gear videos uploaded to UA-cam.

The name of the device was Troy Candy, Eye Candy Motorsports, he's come a long way, 50k flowers. I dunno the name of the tool though.
