For 95% of situations, if its a positive issue or some credit needs to be claimed or some inaugration needs to be done, basically anything positive, then Modi will do it. If its a negative situation then Modi will never speak about it. Why should he? It will associate his own image with the negative situation happening. In this example also, right now its the 'centre' not able to control the situation. If Modi speaks about it not only is he associating his name to a state wide riot (Something with a heavy negative connotation) he is also risking loosinh image if the situation doesnt resolve after that. Mark the words, after this situation would be taken care of he would come up to take credit for sure.

An elected politician, and specially in this case someone elected at highest post of country, is accountable and responsible towards everyone in the country!
