Only certain doors that look like that. And some are only during specific missions. Occasionally you'll find a door like that inside an old Bunker that unlocks after destroying a small generator .

@@padittle80gaming85 It's really too bad that after you finish all the content in the game that all doors including mission specific areas should be accessible, including the terminator areas, but I guess that one was on license, but still.
More exploration equals more fun.
