- King Eadwig - The Anglo Saxon King who's entire reign was characterized by youthful foolishness and controversy.
Eadwig (also Edwy[1] or Eadwig All-Fair,[2] c. 940 - 1 October 959) was King of England from 23 November 955 until his death. He was the elder son of Edmund I and his first wife Ælfgifu, who died in 944. Eadwig and his brother Edgar were young children when their father was killed trying to rescue his seneschal from attack by an outlawed thief on 26 May 946. As Edmund's sons were too young to rule he was succeeded by his brother Eadred, who suffered from ill health and died unmarried in his early 30s.

Its hard to judge "worst" its just so subjective, with so many factors. But, out of the ones youve covered so far, he seems like the least effective.
You are correct. Saying "Worst" is always difficult, there are so many factors.
Wouldn't say Eadwig is the "worst" Anglo-Saxon King, Aethelred "the Unready," which really just means the ill advised, was pretty horrible considering he allowed the Vikings to almost completely destroy his ancestors' work and his family line.
