This UA-cam channel was started to build a movement of citizens to assert their housing rights and to create awareness amongst the tenants, slum dwellers,residents of MHADA colonies,residents of cooperative housing societies on government lands, leased lands,private lands, and all residents presently living in inadequate shelter. The channel aims at empowering the people to fight for the right to a better quality of life by getting for themselves adequate shelter, adequate infrastructure, adequate access to transportation adequate opportunity to get to a source of livelihood and adequate empowerment to access all democratic processes given to them by the constitution.
Chandrashekhar Prabhu interviewed by NDTV on Metro 3 and transportation issues in Mumbai.
NDTV wanted Chandrashekhar Prabhu to give his opinion on the new metro. Prabhu agreed to be interviewed and the anchor wanted him to say all positive things about the metro 3 line. Prabhu said that he, like many others was happy that we have an underground metro, and that he will be definitely using it once it is fully operational. When the city’s first totally underground metro will start operating between Colaba and Aarey, it will be convenient for many who wish to commute between the city and suburbs. The fare, announced, would be ₹50 per person per trip between Aarey and BKC. When the line becomes operational up to Colaba, the fare would be ₹100/120. Going by the fares announced, if 4 members of a family would use the metro 3 every day for their day to day commute, they would have to set aside a minimum of ₹200 per person per day for this travel. That would be at least ₹5000 per person per month. 4 members in a family would therefore have to set aside a minimum amount of ₹20000 for travel in metro. That would be close to what many people earn per month and at least 50% of what most people earn. The cost of reaching the metro station from the place of residence and from the work place, and return journey would be extra. If the same family of 4 would use the conventional public transportation like the suburban railway network, and buy monthly passes, from Goregaon to Churchgate or VT, they can do the same journey within ₹4000 per month. To sum it up, the metro 3 will be affordable to a small percentage of population, while the rest will continue to struggle to go to work and for education. Prabhu has tried to highlight this aspect as well, in his interview which has gone viral on OTT platforms. He has been getting lots of calls asking whether they can see this interview. The interview has now been uploaded on this UA-cam channel for all to comment. In the interview, he has also made observations about the coastal road, the sea link etc, which he uses regularly, and has mentioned that he does this since he can afford to do so. However 90 percent of Mumbaikars are not as fortunate as he is, and he believes in taking up causes of the common man and not of the upper middle class alone. Please comment on the points made in the interview so that the data can be utilised to persuade the government to make policies which solve the problems of most residents of Mumbai. BKC Metro Station is nearby Income Tax office which is far away from Bharat Diamond Bours, Jio Cultural Centre & American Consulate. It takes atleast 25 to 30 minutes to reach there. And very costly also.

Negative opinions Quite unnecessary Complete infra should be ready before one comments
Provision and augmentation of infrastructure is always an ongoing process in urban development. Complete infra is never ready in any growing city. Urban planners always MUST comment and give their opinions on ongoing infrastructure projects from time to time. Expert opinions are never to be categorised as positive or negative. They are opinion based on factual data, analysis of the data and predictions on the basis of the scientific reasoning. That is what professionals do. They present the expert factual analysis. Only those who are biased one way or the other or have some vested interest or other agendas talk in terms of positive and negative.

The anchor was expecting a sugar coated appreciation of the government and also tried to control the narrative by repeatedly asking for a positive response, what they got was a bitter pill of honest, factual and to the point feedback about the projects. Citizens are not blind, they still see the traffic and other failures of infrastructure around them, so the news reports can highlight the new developments but that doesn't change the reality. The politicians twist the desensitization of citizens towards these issues as resilience and provide false hope of a better future.

Even the doubling of rail network, will it not add more passengers . I think the solution is not adding more Road / rail capacity but the create more satellite towns in the suburbs and distribute all Govt offices to the suburbs
Adding of passengers will be more if people stay in satellite towns and come to Mumbai for work. Shifting government offices to the suburbs was attempted in the planning of BKC but it did not take pressure away from the railways. De congestion can be best achieved if the seat of government including Mantralaya and Vidhan Bhavan is shifted. However the politicians are unwilling to do so. They have planned to demolish the Mantralaya, vidhan Bhavan and all government buildings and bring 5 times more office area in to Nariman Point. The solution therefore is to increase the capacity of existing railway lines and reduce accidents and resulting deaths every day.

Most of the politicians want to make money being in power. This has become a norm since the past few years, when these so called public servants come to power by unscrupulous means and behave like kings and rulers plundering national resources for the benefit of their crony business friends instead of serving all the citizens and so things to better the lives of the common people. All the development that takes place is at the cost of the poor people who are left to suffer because they cannot afford to take advantage of these developments, only the rich people are able to enjoy these benefits in every aspect of their life.

Unwanted travel with car and scooter to do tasks that can be done online from home, operating motor vehicles with poor occupancy of passenger space, failure to minimize all possible causes of road traffic jams, reluctance to avoid use of motor vehciles for travelling walkable or cyclable distances, failure to control population of passengers in urban cities like Mumbai will always keep transport issues in Mumbai no matter how much underground metro network or atal setus or wide expressways it gets. The underground metro is in reality for government who want income from raised property taxes+stamp duty+gst+reg charges+fsi/tdr premiums, and for real estate redevelopers who will soon demand urban dev dep to pass gr on adding regulation 33(23) in dcpr 2034 for redeveloping structures that lie withing transit oriented redevelopment zone of 500m from boundaries of each metro station on Metro line 3 and monorail. In Pune city too, metro tod zone fsi was passed in udcpr which initially kept tod zone as 500m and had constraints of plot area and width of road adjacent to be structure to be redeveloped. Soon tod zone distance was raised to 650m and constraint of plot area was removed. New metro routes are coming up in Pune after Ramwadi-vanaj and pcmc-swargate routes with rehab members fearing that transit accomodation should not go for redev and like they will even propose a metro to go from one builing to neighbouring building. These builders tell rehab members that rehab will not get moreparking for ther motor vehicle as they have to make maximum use of metro line for travel but are building as high as 4 floors below ground for providing parking to external buyers charging them additionally for parking. Online tasking, walking and cycling like in Netherlands, transit oriented redevelopment should be done primarily to save consumption, of energy and other resources, minimize pollution.

Sir, I live in Marol wherein metro 3 underground twin tunnels passed thru our plot CTS no. 1221. Due to restrictions of height limit of 12 floor, being the airport nearby n metro 3, how much the height limit for construction of building may be permitted ?Also, whether the metro 3 authorities allow piling work for foundation and if allowed, upto how much meters in depth?

I remember, long back, Chief Engineer of Western railways ,Mr.Madhav Bhide, had made a suggestion regarding reducing the crowd in railways. He said all local trains should be converted into double deckers. Only you have to lift all bridges in between . You should give opinion on this.
That was a viable scheme. I was asked to make a technical paper on it. Along with engineering experts from IIT, MIT Boston and the best universities nationwide we prepared a scheme. The railway board and planning commission worked on it and approved it. Money was also sanctioned. However in the enthusiasm to promote the contractors and other vested interests it was argued that metro viability will be affected and the railway project was put in cold storage

Yes. If you make fake papers to show that you have preferred self redevelopment and are actually supporting builders scheme, you can be criminally prosecuted.

This is neither my business nor my profession. I guide societies for self redevelopment and help them as and when they require it. This is part of my social work and no charges of any nature are expected from the societies.
Based on provisions in the self redevelopment related GRs passed by Maharashtra government in Sep 2019, May 2023, July 2023 and Aug 2023, on an average how much % savings can be expected in cost per unit sqft builtup area by opting for self redevelopment of a building located in Mumbai Island? Selling flats to be self-redeveloped to outside buyers at discounted rate initially (after getting iod) , how easy is it to find outside buyers who are ready to pay nearly full payment in advance within a short time period?
You have not understood the self redevelopment scheme. It’s not just about savings. It’s about your right to stop builders from looting you. In self redevelopment you get more area than what builder promises, better planning, better quality construction, more amenities, no payment of maintenance, more corpus without giving power of attorney to anyone. Outside buyers need not make full payment. They just pay the initial amount as required for getting housing loans. Once loan is sanctioned it comes from the loan giver in tranches as the construction progresses.

Our 61 years old tenant copartnership CHSL (noncessed, non mhada) located in Mumbai Island will have to give 3m or approx area of 110m2 for further widening of 18.3m wide road to BMC. Our society plot area is 1564m2. Can our society be self redeveloped with combination of 33(7B) +33(12B) regulations of DCPR2034 or self redev be done by using only regulation 33(7B)?
@mrmprm8732 Since setback has to be given, you can get the advantages of 33(12). Your primary FSI will come from 33(7)b. Check whether the combination of the two is more advantageous to you. If it is, then you can go for it. Even if you go for the basic 33(7)b, you will get more area under self redevelopment than what any builder can offer. Builders generally try to take advantage of the SRA schemes to get more FSI in the island city. That is dangerous. Amalgamation of your scheme with any other scheme connected with SRA will have long term disadvantages which can be a permanent problem. The builder will promise the moon before signing but exit the scheme and wind up the SPV once the free sale portion is booked. You will be left with innumerable problems.

Any Update on this case
Deemed conveyance can be given on privately owned leased lands. Govt owned lands on lease can be converted to ownership. MHADA, BMC and CIDCO owned lands can be leased out as per their respective policies.

But 35% fungible is not mandatory for the developers right? I think it's just the maximum they can provide but not obligatory.
There is a high court judgment which makes it compulsory. However after the court judgment government has issued some circular that it cannot be forced. The builders have obviously influenced this decision.
