He is the basically the commander in chief of all three military regiments (the Scout regiment, the Garrison regiment, and the Military Police). So he is the superior to Erwin and Pixis. And because he oversees all of the military branches, it means that he acts as the judge in cases such as this.

Levi wasn't sent there by Pixis,he answers to commander Erwin (scout regiment commander,while commander Pixis is the chief of the garrison),in the episode before,the scouts where in a mission over the wall,and returned when the titans started going north,to the wall,commander erwin suspecting what might have happened in Trost,if they had arrived before,many more garrison soldiers would have survived

I love his character writing and personality. And now enter Erwin and Levi, the coldest duo. 🥶 I get that you might not like the way everyone is treating Eren, it is harsh. But, at the same time, their world is harsh. But Abi you’re right, even though the way the act towards Eren is harsh, the way they feel and the precautions they take are 100% valid. They have to be safe. Also, Rico had my favourite moment. She went from not believing in Eren and reluctantly taking part in the mission, to being the first to break down in relief once Eren plugged the whole. Eren also had a great moment, where he told everyone in the courtroom to place their hopes in him and trust him to do the fighting if they were too scared. I think Eva said it last video, but Eren takes stuff like that as motivation, and that scene pretty much perfectly represents his character. Lastly, 11:58 LOOOL 😂😂

so the reason why levi beat up eren in the court was bcz he wanted to show that he is capable of controlling eren. the military police were scared of eren's power and wanted to kill him bcz of it but levi beat him up to show the military police and the judge that eren's power can be controlled and harnessed if he was under the supervision of levi and the scout regimen. also , just so yall know , levi's name is not pronounced as "leh-vee" , its pronounced as "lee-vai" as you can hear in the anime.
