First, share the file or folder from the original id drive to the second id drive you want. After that again click the share option from the original id only. Then in the same window, you can see the second id against which "Editor" option with down arrow symbol is available. There you will get the option "transfer ownership". Then go to the second id drive and accept both the file/folder and the invitation to own the file/folder.

If u have the same issue and u have the folder phpMyAdmin on the right place ..... Check if u are upgrading your Apache version because that issue occurs on apache 2.4.61 .... get back to another version, like 2.4.54 And work well. If u want to keep using Apache 2.4.61, u can use the software HeidiSQL to connect with phpMyAdmin.
