Under loading, the barrel flexes and odds are the harmonics are such that the bullet is leaving the barrel at a consistent but an ever so slight deflection relative to the relaxed barrel state. You might not even hit paper at 100yds. Always check zero with live fire. I've had rifles boresighted before that couldn't hit a man at 50yds.

This is misleading. Nothing needs to be locked unless crossing state lines. NJ state law specifically says secured in a separate container. A closed Ziploc bag is a separate secured container. There is absolutely no restrictions for carrying magazines or ammunition. Just the firearms.
