What you see in Uganda under Museveni, is just a replica of the Obote's rule. At the time of that interview, tribes such as Baganda and West Nile were being rounded up and killed under sorts of manner while obote was issuing public threats, insults and mockery jokes just same as the ones you hear from Museveni.
