Well, one of the elves who might have gone out to search was Gildor. If you recall in the Fellowship of the Ring, Gildor and his company encountered Frodo and the other hobbits in the Shire after Frodo had left Bag End and before he arrived at Crickhollow. The Black Riders had located Frodo's general location and were coming up to him when Gildor and his elf company approached. Their very presence drove the Nazgul away. After Gildor and Frodo parted, Gildor advised Elrond that Frodo was wandering without Gandalf, which prompted Elrond to send out people to search for Frodo, including Glorfindel. We also know that Gildor did to depart for the Grey Havens until after the War of the Ring. So, he might have been one of the Elves in Rivendell to be sent out to locate Frodo. That being said, Glorfindel was still the most powerful. He was likely given the most important area to search.
