As a Ghost Rider fan he's literally my profile picture the Penance stare works on almost everybody who who has sinned or is guilty of something and playing the games Kratos definitely carries guilt for what he did especially older Kratos so long story short penance stare works on everybody unless you're a freak like Punisher or Thanos also Ghost Rider's Hellfire attacks is no joke either it's so potent it put Thor on his knees before so yeah I don't think Kratos is a problem for Ghost Rider but I would say mid too high diffs
