I disagree with your opinion. What I find most interesting about the Colonel is that he DOES necessarily hate the apes, but he certainly doesn’t pity them either. He is someone who sticks to his mission and doesn’t get emotional about anything. He understands that the apes are a result of human arrogance and is just trying to rectify that situation. He is a ruthless, merciless, and extremely cruel individual. In fact, Caesar is more human than he is morally, and even calls him out on this. However, the Colonel isn't loyal to his overall objective, which is to save humanity. The scariest part about him is that, deep down, we all know he was wrong-not right at all. He killed people’s families as well. The world was in a desperate state, which led to the creation of someone like him, who became a tool for destruction rather than balance-a fatal flaw. He is someone without morals, without personal ties, and someone who sticks to his mission no matter the cost. He acts like a machine programmed to accomplish a task by any means necessary. This is why nearly everyone became his enemy in the end. He didn’t care what people thought of him or if they hated him; he just cared about the results of his evil actions. Overall, he represents a very simple yet fascinating villain!

I like to think in that moment the Colonel realized that the way he championed wasn't the only way. There was another path he could have followed, and he chose not to bother.
