HS2 - a waste of time and money. Would have been more beneficial spending the money improving existing rail network, rolling stock, stations and time tables. So what that you’ll be able to get from B’ham to London 20 minutes quicker. Is that what the world has become, obsessed with time! Rubbish

Thanks for uploading this video, great session. My main takeaways (to help those who haven’t got time to watch it all): - Planning is inherently political and technical. Conflicts between the 2 aspects. - Poll overwhelmingly suggests that UK planning syst is NOT fit for purpose (85%) Anthony Breach: -Planning: high on the agenda and more divisive than ever. But momentum in the English speaking world. - trade-offs Govt is grappling with. - Reaction to NPPF has been negative. Govt trying to insert more certainty but also add sticks to the process. - Make it more plan-led

Whitehall-Westminster Complex ran out of colonies in the 1960s. So, it removed almost all the powers of local government outside of London and ran all the rest of the UK like their old colonies. It was a civil service job creation scheme and a way keeping the English regions and other nations down (like restless colonies were run in the early 20th century). They even looked back to the Roman’s ‘Divide and Conquer’ tactics to keep control. Both Conservatives and Labour did this, probably with different motives but same effects.

What a lowlife scumbag Brokenshite was. Look at his appalling voting record. Generally voted for reducing housing benefit for social tenants deemed to have excess bedrooms (which Labour describe as the "bedroom tax")Show votes 10 votes for, 0 votes against, 8 absences, between 2012-2018. Generally voted against raising welfare benefits at least in line with prices Show votes 0 votes for, 2 votes against, 3 absences, in 2013. Almost always voted against spending public money to create guaranteed jobs for young people who have spent a long time unemployed Show votes 0 votes for, 8 votes against, 1 absence, between 2011-2014. Almost always voted for making local councils responsible for helping those in financial need afford their council tax and reducing the amount spent on such support Show votes 3 votes for, 0 votes against, 1 absence, in 2012. Generally voted for a reduction in spending on welfare benefits Show votes 38 votes for, 0 votes against, 16 absences, between 2012-2016. Almost always voted against paying higher benefits over longer periods for those unable to work due to illness or disability. A shame he didn't die earlier, before he had the opportunity to shaft so many less fortunate people. ffs

Retaining more tax generated in the region in the region would be great for London region. Imagine not having to share all the APD generated by Heathrow, Gatwick and Stansted; keeping more of the VAT paid by all the lovely tourists; and all the other benefits of having half the population in 30% of the area. These arguments always seem to ignore the efficiency advantages London and the SE and Eastern regions get from their high population density. The W Midlands has 10% of the land area of England, but less than 70% of the customer base available in the 600 square miles of Urban London. It would also be interesting to know what percentage of the W Midlands private sector R&D spend is down to JLR?

Absolute rubbish - the country needs to decentralize and move jobs and business out of the sprawling cities like London so that people can thrive in an uncongested, green environment, providing a healthy work/life balance without this constant need to commute for extended time from their overpriced shoebox size flats/houses.

Don't be silly. Cities exist for a reason - because they work and because they are the single best format for economic growth. How do you propose moving people out of cities? Would you like to see our countryside and nature disappear under the inevitable spread of suburban sprawl that would result? How long would those environments stay green and uncongested? How do you propose encouraging businesses to move out of cities to places with sparse and unskilled populations that can't supply their needs?

@@laurabailey2152 in the full knowledge that few people would reply. I only became aware of this very recently too late to respond. Lots of people hoping to gain from the fall out from this new layer of expensive governance that we the poor people on less than average wages will be paying for, Just where will the money come from then, we will still be paying for it. There will still be eye-watering wages to pay. there will still be greedy snorters in the trough for expenses. There will still be lobbyers hoping for contracts. There will be another layer of corruption for us the poor people to fund. You didn't answer the question just batted it aside with the usual platitudes. All governance is paid for by the people unless you planted a money tree somewhere. We are getting two new levels. Mayor and Metro Mayor. Do not try and tell me it will not cost more. what is your interest in it and how do you know there will not be an increase in taxes to pay for it.

I have a question. Was speaking of it to my mate as an idea as he is an American living in the UK. Would this come under a devolution; The country has always has been politically divided. London always has got the special attention and budgets too compared to anywhere else in the country. Some areas get budgets more than others and sometimes it can be purposely done in the lack of funds for the areas what vote for the opposition that are in power. My view of course. Though, how can one man or woman know what’s better for the whole country than its own people. I listened to you talk of devolution for the likes of Scotland, Wales and Northern Ireland as we know them to this day. But, why does everything had to be done in Parliament. Why can’t we just run our own county’s for example? That way wouldn’t that be in the nations interest. For a Labour constituents area to be run by Labour. For an SNP area to be run by SNP or a conservative area to be run by conservative. Where, them county’s can decide where their own taxes go. Whether on schools and education. A fully funded NHS. Environmental things and city developments with having budgets of what their county makes than what their county is given. They can still be a main Prime Minister to represent us internationally. And, certain percentages of gross profits or incomes that are coming into the county in taxes (Nationally the same rate of tax for all county’s) a percentage of that can still go on our national defence budgets of which has to be over 50% agreement of all county’s representatives. A percentage to go towards cities that aren’t doing as well. And, a percentage of a county’s gross profits in tax a certain percentage of that to pay off the national that strictly goes towards the national debt to pay it off by an agreed timeframe. Likewise, with national emergencies like during this pandemic for national collaboration to be participated in. For county representatives to vote on who we do contracts with. On who to invest money on to do track and trace. And, you know put the word democracy back into the country than the letting the pigs run it. In terms of laws or legal means of things like I was talking to my American mate about different states and different laws but do you think it would get to complicated if we did that for county’s? I don’t no I mean would this come under devolution or is that just a word for the likes of if only Northern Ireland, Scotland or Wales did this. I’m from Liverpool. If we could run our own county like this we’d be more than better off than double of what we are now. The same would most probably be for most other county’s aswell. If someone came into power and tried to disrupt this system to make all the power be back in the Houses of Parliament and their government. You’d find a lot would vote against it. As, if they are doing what they are suppose to be doing of representing their constituents as if they are the prime ministers of the county’s and they are their for there county’s best interest. You’ll see then a system that falls into place like it should. And, they will vote or should vote against everything being all about London. Should be decided by the people who they represent what their wages are aswell. It then could become it doesn’t matter what party wins as we run our county ourselves and not them per say a less on international affairs on a national prospective. Anyway is this classed as devolution or something else?

As someone who lives in the Liverpool city region and I am all for devolution . But I can't help but question the hypocrisy sometimes of our Mayor Steve Rotheram who can't even be bothered to get out of his 1980s away days football special tracky . First of all he can't do anything by himself without mentioning Andy Burnham look at past interviews for proof and he goes on about the local leadership here in Liverpool we have had such poor leadership since possibly the 1970s of which he has been a main player that we have ended up with police arrests and government inspectors coming in to investigate claims of corruption and maybe even take over the running of the council of who he was a councillor for long time and it is his colleagues who are under investigation . Secondly not one major announcement of actual jobs just the usual in vogue words of inclusive and green . He goes on about culture this is what Liverpool economy is now based on which 70% is low wage economy , I agree we have a strong knowledge based economy that is being invested in but him and his colleagues just let high paid jobs go to Manchester , the city council refused to invest in high grade office sector at are cost for Manchester gain again the behaviour of local councillors has been appalling sometimes in meetings people who don't even pay their council tax yet are allowed to stand . Liverpool is a major west coast port yet not one of the local authorities leaders know absolutely nothing about the maritime trade or marine industry as a significant factor of joining the common market drew trade away from the port . now brexit has happened there is opportunities to be had . the LCR authority has given the go ahead for us to apply for freeport status but only after criticism on some aspects by Mr Rotheram who knows nothing about maritime trade also the ports main local authority of who is led by the useless council leader of sefton council Mr Ian Mayour Mr Rotheram's colleague have asked that we don't become a freeport the very reason Bootle exists is because of the port yet they are happy to drive business away from a deprived community for competitors to benefit once again . All you ever hear from not up to the job local councillors is it's the governments fault they never take responsibility for their basic failures they have brought upon our communities

This is a very interesting and useful discussion. My experience of major development projects is that if the strategic case is sound then its worth lobbying for funding. However, far too many proposals are based upon wishful thinking rather than any real linkage between the investment and the desired outcome (be it social, environmental or financial). I have worked with Council Leaders who, desperate to achieve something for the people in their area, will clutch at straws to try and make progress. All credit to them for working so tirelessly; but if the strategy is flawed in the first place, then no amount of investment will ever put right a scheme that is unlikely to deliver its outcome. The Bradford Leader is right to say that railway investment can deliver benefits over hundreds of years and a mainline station in Bradford is probably necessary. But, its worth looking at the number of railways that failed from the 1840s through to the Beeching era to show that many didn't survive beyond their 1st decade. The concept of linking places by train is great but if the strategy of where to build it is wrong then ......... HS2 anyone?
