How did you get a steel watcher?

I think for his character, it's decently better for him not to Ascend. It shows so much character progression on him (self reflecting, caring...) which builds up while adventuring. Plus, from a gameplay aspect, the buffs he gains from ascending feel way too weak for a vampire lord.
