I know this is old, and I'm not necessarily concerned about the outcome. What I am curious about is whether or not you contacted someone before or after you started recording this. Especially since this video is 3 minutes and 43 seconds long. Timing is everything. 3 miles and is a long distance in an emergency situation. Also, I would have alerted the Highway Patrol/State Troopers instead of the police. I imagine they would have responded more quickly.
