I can help you make that Lumpia wrappers with the use of non stick pan, flat fiber type of brush . All purpose flour, water,cornstarch are the ingredients.

St. Petersburg for me is the most beautiful city in the world. I've watched documentaries about its history, the city is so well planned. I've watched drone videos, it's a very lovely city. Maybe it will help you decide which other place or region, besides Samal island, you may want to see when you visit perhaps next year.
