The thing he said about Starfleet senior officers reminds me abit of how americans were seen in WWII. All their enemies were in awe of how seemingly organized but unpredictable they were. And then when it came to the american pov it went something like "We don't really know what were doing but we hope the enemy don't know what were doing either."

Technically speaking, Boimler wouldn't have learned about the connection between Mariner and Freeman if Mariner hadn't hijacked his program that he was going to use to try and get into that class the captain taught. Up until Ransom opened communication between the ship and Boimler, Brad had the best blackmail against Mariner. He would've never have guessed that the mother of his friend/self-appointed mentor was the captain of the ship they were on. Again, technically speaking, Mariner brought this upon herself.
