How can I join this institute for policy policy ?

Why is she speakig like showoffing her language skills? Its like she is reading a script. No offence, but the way she spoke was like reading from a ppt. Too much of points information which made it hard to understand and felt boring to listen. Would have been nice if it was explained in an interesting manner.
