Honestly it'd be cooler if Cecil was an ex hero who had teleporting powers, but he got severely injured, so he only does it here and there to chat with people for important matters. Would make his confrontation with Nolan even more great, because he would be getting tired teleporting and it would almost get him killed.

You are taking his statement at one point in time a bit too seriously. With economy of scale likely the more he uses it the less expensive each teleport actually is, because the start up costs are shifted over the total and thus diminished. And no small part of those costs were likely R&D and staffing. In short you are likely grossly overestimating the actual run cost for operating that teleporter. Like with Space X's reusable rockets, the more they are used the lower those start up costs are over time and the lower each use actually works out to be. Launch once and its enormously expensive, launch thousands of times and its extremely affordable.

Notice, that they never explain the REASON as to why it cost so much. Because it doesn’t make any logical sense as to WHY it would be so expensive. The procedure only lasts like a fraction of a second. The technology is extremely easy to use. And there is no labor required. It’s literally just a guy behind a control panel pushing a button when Cecil wants him to. Why in God‘s green earth would that cost over $7 billion dollars?!?!? Again, it doesn’t make any sense.

To be fair, the average supervillain/kaiju/etc. causes several billion dollars in property damage and life loss and without heroes they'd be unstoppable. So a few billion for this guy to teleport around and handle business is nothing.

I think that's the total cost up to the point he asked that question, not the "cost per teleport". This would include the cost of building the machine, maintaining it, fueling it, and other associated costs from construction to the last time they tabulated the total costs. Unless his teleporter is powered by exotic matter that requires billions to procure and can't be reproduced, in which case I question the logistics of supplying the machine. In fact, the cost per teleport is CHEAPER the more he uses it, and he's ballparking the costs based upon total cost of the device divided by each time he's used it so far.
