First law is not contained in the second law, they are independent. Newton's 1st law , in its real accent tell us that inertial frames exist and second law helps in figuring out the dynamics of the particle in the inertial frame

If F12 is taken as force applied by Body 1 on to Body 2, the it will be dp2/dt.
