The reason the Capitol Building is bigger is that 1) it houses our legislature and there's a lot more people to accommodate. Plus, the Congress is our first branch of government listed in the U.S. Constitution. You wouldn't know it but it is the most important branch because when we overthrew British rule, it was to rid ourselves of a King and install representative government.
