The earlier Tomcats were powered by TF-30 engines( which was the most unreliable engine in USN's history). The stalling problems of TF-30's alone claimed the lives of more than 100 pilots. Though the later versions were upgraded with GE it was still expensive to fly and definitely not worth the money and energy. F-15's can be milked for another 50 years.

Moreover the earlier model was analogue and had no CDS. The basic idea of F-16 project is to build a smaller jet which is cheaper to build, maintain and fly unlike F-14 and F-15. The Super Hornet is compact in design, which provides more space for other jets on an Aircraft Carrier.
