When the following word starts with a vowel (aeiouy) or sometimes when the following words starts with a H.
It's almost exactly the same rule for the "an" in English.

I don't understand why you are using "quel" in the sentence "Quel genre de musique aimez-vous?" Musique is féminin, so wouldn't it be "quelle genre de musique aimez-vous?
Also in the sentence "Quels sont les résultats des élections? Since élections is féminin and pluriel, wouldn't we use "quelles"?
